An extra end was required after the Hopper pairing was locked at 19-all with Lavington's Jason Thomas and Darren Moore, before prevailing 21-19.
The Panthers' side raced to a 6-0 lead after three ends and still had a 9-4 advantage on eight.
Broad and Honey clawed their way back with nine shots in the next five ends to hold a 13-10 advantage.

Broad added a second as he and Honey captured the title, 21-19.
Honey and Broad achieved the rare feat of a maximum eight-shot end in their 36-12 semi-final victory against the Henty side skipped by Kim Maher.
Moore and Thomas edged out Howlong's Phil Slater, 22-20, to reach the decider.
In the senior pairs, Panther veterans Les Waldron and Fred Markham scored an impressive 28-12 triumph against North Albury's John Eddy and Lloyd Ronan.
Waldron pipped clubmate Max Scanlan, 23-22, in the semi-final earlier in the day, while Ronan also won by the barest of margins, 19-18, against Lavington's Graeme White.
Urana's Mick Dunnett and Mike Hodgess continued their strong district form with a hard-fought 19-17 victory in the president's reserve pairs final against the Walla combination of Mick Heir and Noel Wilksch.
Dunnett and Hodgess held out the Walla side skipped by Lee Churches, 21-20, in the semi-final, while Heir toppled North Albury's Rob Unsworth, 23-17.
