The V/Line carriage, which had been stationed at Albury following the Wallan derailment, was smeared with a graffiti mural late last week.
"Something has to be done about the security at Albury," Mr Tilley.
"It's not the first time this has happened and maybe Victoria and NSW can share the costs for CCTV or have guards manning the area."
Contractors were able to clean the carriage in preparation for a return of train services on the North-East line on Tuesday morning.
"Any kind of vandalism on the rail network is illegal and V/Line does not tolerate this extremely dangerous behaviour," a V/Line spokesperson said.
"We strongly encourage anyone with information relating to this incident to please contact Crimestoppers NSW on 1800 333 000."
Albury station is operated by NSW TrainLink which is responsible for security on site.
Transport for NSW has been contacted for comment.
Buses had replaced trains on the Albury line following the Wallan derailment last month.
V/Line is supporting police with their investigation into the incident.
An improved CCTV security system was announced in 2016 with other graffiti attacks occurring in 2017 and 2015.
