Speaking in Senate Estimates this week, Sport Australia chief operating officer Luke McCann said he received two emails from Senator McKenzie's office on April 11 last year - the last day before the government went into caretaker mode before the election - at 8.46am and 12.43pm.
"We were advised at 12.43 that there were some errors in that brief and this was the correct brief," he said.
In those four hours, one project was removed from the list of organisations to receive a grant and nine were either added or altered.
The grant for North Wangaratta was one of the projects altered before it was officially granted.

Mr McCann did not say what changes were made to the final grant.
He did not have the two documents sent from from Senator McKenzie's office with him at the Estimates hearing to compare, but denied questions from Labor senators that he was hiding anything or involved in a cover-up for the government.
Three weeks after Senator McKenzie approved the money, Indi Nationals candidate Mark Byatt and Liberal candidate Steve Martin joined then Agriculture and Water Resources Minister David Littleproud at North Wangaratta on May 3 to make the announcement.
The money will be used to build two netball courts and upgrade lighting at the ground.
North Wangaratta Football Netball Club president Tim Hogan was not aware there had been any last-minute changes to the grant, saying it had been done through Wangaratta Council.
The total of $500,000 was the full amount requested for the project, but the money is yet to be provided.

"The grant that was awarded was the grant council applied for," a Wangaratta Council spokesman said.
"We have a letter of offer and are awaiting the approved funding agreement.
"We are ready to go to tender as soon as it is received."
