Although Cavanough won't have a starter in the $200,000 feature, the Albury Gold Cup winning trainer is set to have at least half-a-dozen runners target the supporting races.
Cavanough said he would have runners on both days of the carnival.
"I've got a couple of exciting, young horses that look likely to come down there," Cavanough said.
"Star Boy will target the City Handicap and Another Sin will go around in the Flat Knacker.
"Keagan Latham is most likely to partner most of my runners at this early stage.
"I'll probably have two runners on the first day and four our five on cup day.
"The horses I bring won't be coming to Albury just for practice."

Cavanough had several runners on cup day last year before the meeting was abandoned.
Two years ago, Cavanough returned to his former stomping ground with six runners.
He notched a winning double with Informertial and Another Sin.
Star Boy is a slick sprinter who has won six of 19 career starts.
The five-year-old gelding finished fifth in the $1.3m The Kosciuszko over the spring carnival at Randwick in October.
Another Sin won first-up from a 17-week spell at Toowoomba last month and finished third at his most recent run at Armidale.
Cavanough trained 62 winners last season and has 39 so far this racing season.
