Houlihan did not attend this month's Hispania Rally, which he contested in 2019, owing to an ankle anthroscopy last week.
Spanish rider Alberto Martinez died in a road crash before the rally's third stage.
"Alberto was one of my first friends that I made when I started at Hellas in 2018 and was a great supporter of mine when I had my big accident," Houlihan said.
"We have raced together on a few occasions and Alberto was always the friendliest and one of the most popular guys around the bivouac."

Planning continues for Houlihan's goal to compete in next year's Dakar Rally, with budgets and logistics being finalised.
"Depending on the outcome of my surgery and the recovery time I am hoping to get a couple of overseas races in before Rally Du Maroc in October, as well as as much riding here in Australia as possible," he said.
