Its top level offers a 360-degree view of the city’s landmarks and the encircling hills.
Motorists can park there free for up to three hours 24 hours a day.
The Volt Lane car park has 497 spaces on five levels entered via a ramp from Smollett Street, with rises to take them down to Volt Lane.
The open-top floor provides a vista taking in the war memorial, the Gardens Medical Centre, several churches, the Mercy Hospital, the CML and T&G towers in Dean Street, the Harold Mair Bridge and the flour mill silos.
Opening the centre, Mayor Alice Glachan paid tribute to developer Le Hunte Properties, builder the Doma Group and the Doma team, led by Nathan Smith.
Retailers from neighbouring shops and representatives of the Albury chamber of commerce and Albury Central were rapt to see the long-awaited solution to parking woes finally become reality.
Albury Central president Darrin Halcrow said it was a good start to revitalising the central business district.
Le Hunte Properties’ director David Harper said he was pleased the first phase of the $53 million redevelopment had been opened and work was going well on the neighbouring Australian Taxation Office on Smollett Street.
“We are up to the third level with the ATO and should be up to level five by Christmas,’’ Mr Harper said.
The basic structure and walls of the seven-level ATO building would be complete by February, although the fit-out would take several months.
Mr Harper said the car park had cost more than $8 million and the parking levels now become council property.
Cr Glachan thanked retailers and businesses for their patience over the 11 months of the construction and Mr Harper for his confidence and vision in investing in Albury.
“This development will position Albury as the region’s premier shopping and entertainment destination,’’ Cr Glachan said.
“It will inject vibrancy into the business district, improve liveability and attract more people and businesses to Albury.”
