The city will now have only one meeting in April, the gathering that was already set down for April 27.
Council chief executive Frank Zaknich said the impact of coronavirus measures had prompted its shake-up.
"Council's meeting scheduled for 14 April and the pre-meeting briefing session for 20 April have been cancelled to allow us to put in place structures aimed at minimising the spread of COVID-19," Mr Zaknich said.
"The premeeting briefing session scheduled for 6 April and the council meeting scheduled for 27 April will proceed via videolink.
"Our community is invited to watch the briefing session on 6 April and the council meeting on 27 April via our livestream.
The city's Kiewa Street office, which hosts meetings, closed to the public on Monday.
NSW parliament last month passed a law allowing councils in that state to hold meetings remotely, a similar amendment is yet to be put to Victoria's legislature.

A spokeswoman for Victorian Local Government Minister Adem Somyurek said it may be presented to an emergency sitting of parliament next week.
Indigo Council this week abandoned its monthly meeting because it could not get a quorum of four of seven councillors.
Mayor Jenny O'Connor was among those unwilling to attend due to coronavirus rules.
The two aged over 70, who are subject to a recommendation to stay home, were split.
Bernard Gaffney said he was prepared to attend, while Barb Murdoch preferred to remain in her house.
