Premier Daniel Andrews has officially extended the State of Emergency for a further four weeks until May 11.
He said the measure could continue well beyond that.
"Those powers mean that authorities can enforce and make sure there are strategies are in place right across the state," he said.
"No family will be untouched by the coronavirus if this gets away from us."
Police can fine residents up to $1,652 for individuals and up to $9,913 for businesses for being out in public without a reasonable excuse and not obeying social distancing measures.
Under the State of Emergency people who don't comply could also be taken to court and receive a fine of up to $20,000. Companies face fines of up to $100,000.
Mr Andrews thanked the community for obeying the requirements.
"A very different Easter than any of us have ever experience before but I want to say thank you to every Victorian who is celebrating this special day this weekend in a very different way, it is protecting our health system and saving lives," he said.
"Our strategy is fundamentally working, the alternative of course - if we look at places such as New York and some parts of Europe - is not something we want to see repeated here."
