Jesse Lee Smith is accused of causing about $300,000 worth of damage to the victim's home.
The brick building was gutted by flames and left uninhabitable.
The woman fell onto the road, hysterical and in shock, after returning to the house as it burned.
Smith again applied for bail in the Wodonga Magistrate's Court last week, following an unsuccessful application in January after his arrest.
The 22-year-old was charged with arson, stalking, burglary, breaching orders and assaulting police after being taken into custody by police in Albury.

He continues to contest the allegations.
The court heard during Smith's first bail application that he was obsessed with the victim and was jealous.
He had allegedly sent the woman abusive messages before the fire.
The court was told he had failed to accept that their relationship was over.
Smith was unable to show compelling reasons why his detention was not justified during his latest release application before magistrate Ian Watkins.
He was considered an unacceptable risk of re-offending and was denied bail.
The matter will return to court for special mention on the nominal date of April 29, at which point another date will be set.
