Racing Victoria stewards called off the fixture after inspecting the track on Thursday at 6:45am.
Wangaratta Turf Club manager Ben Murphy said the track simply wasn't suitable for racing.
"We've got another meeting later in the season (on June 29) and we want to make sure the track isn't smashed by a race meeting today as well," he added.

"We worked in with the Racing Victoria stewards. They made the call this (Thursday) morning and we certainly support the decision."
Murphy said the club plans to talk with Racing Victoria about the chance to run a replacement meeting.
"With all the COVID stuff in place, there's a lot of horses in the North East looking to have a run," he said.
"We'd be keen to talk to Racing Victoria to see what options we've got to get another meeting in our region."
