The $10.3 million development, which sits within the Ball Park Precinct, will consist of a 50-metre pool, a 'learn to swim pool' and a splash park.
In October, the NSW government announced $750,000 to fund the inclusion of a splash park within the redeveloped complex.
Federation Council mayor Pat Bourke said council had undertaken "extensive community consultation" on the project and had worked with the Swimming Pool Advisory Committee which includes pool users, youth council members and swimming club representatives.
"This aquatic centre will be an asset not just for the community today, but one that will meet our communities' needs for the next 50 years," he said.

Cr Bourke said it was great to see work well underway on the facility.
He said the $10.3 million project would be funded by council and "monumental" contributions from the NSW government.
"The support council and our community has received from the NSW state government in respect to this project is outstanding," he said.
"This project is a fine example of the success that can come from local government and state government working together for the benefit of our communities."
