Owner Tracey Richards wrote to councillors asking them to reconsider the decision from last month's meeting.
Some councillors had disapproved of what they called a "massive drinking area" close to the town's residential area and the need to be open for 13 hours of the day.

Mayor Jenny O'Connor said on Tuesday that a lot went into the consideration, including site visits by some councillors.
"A decision at council can't be unmade," she said.
"If the applicant is disappointed, and that can be the case ... they can resubmit a reviewed planning application that has different conditions."
The next option was to appeal the decision in the Victorian Civil and Administrative Tribunal.
