Chairman Michael Erdeljac confirmed a competition could start in mid-September if Hume, Ovens and Murray and Tallangatta and District league football is abandoned later this month.
"We have six or seven options on the table in regards to starting dates depending on what happens with football and that is definitely one of them," Erdeljac said.
"If there's no football, why not get the Hume and District associations involved?

"I think the country clubs would love it.
"We would look at Hume and District associations fielding sides in the provincial and second grade competitions.
"It's something we will explore further if football is called off."
Twenty20 finals would more than likely continue to be played over the Australia Day weekend.
CAW Hume has performed admirably in recent representative campaigns with skipper Tom Simmons saying Erdeljac's representative proposal had merit.
"I'd be all for it personally," Simmons said.
"I don't think we would have any problem putting together a competitive side.
"I'd love to come up against 'Simmo' (Brendan Simmons) at North Albury."
Erdeljac said CAW had spoken to Ovens and Murray, Hume and Tallangatta and District league officials as well as local councils to have all scenarios covered.
"At the moment we are all just playing the waiting game," he said.
"It will become a lot clearer late this month but I'd like to think we are reasonably well prepared."
North Albury defeated Wodonga in last season's Twenty20 final at Bunton Park.
