Clubs will be able to start contact training on July 13 and will also be able to reopen changerooms and showers.
Ovens and Murray chairman David Sinclair was buoyed by the news.
"Today's Victorian government announcements are another step in the right direction to allow the Ovens and Murray to commence," Sinclair said.
"We still need further detail around gathering restrictions to ensure a return to play can be achieved in a sustainable way.
"We'll wait for further announcements on June 22 before consulting clubs with a view to having a decision made by the end of June."
Many competitions have already abandoned their 2020 seasons due to coronavirus restrictions including the Hume, Ovens and King and Kyabram leagues.
