Officials expect work to be completed on the rooms within two months with football club president Simon Cossor excited about what lies ahead.
The club received a $75,000 grant for the facility which may also be used by Bulldog netballers.
"Hopefully it will be up and running in the next eight weeks," Cossor said.
"We are looking at having a women's football practice match which will be a good stepping stone into next season.
"We thought there was a shortfall on this side of the Border for women's football and Aimee Riley has been fantastic in helping bring things together with the support of the Hume Football Netball League."
Jindera has a strong connection with women's football after AFLW player Emma Mackie went through the club's junior ranks before turning to cycling.
Riley said the changerooms would help put women's football on the map in the Hume league.
"It's really exciting to have things in place for when the restrictions lift," Riley said.
"We have had a lot of support and are looking forward to using the rooms."
The Bulldogs have also received a grant to improve its football ground playing surface.
