Premier Gladys Berejiklian said on Monday NSW residents should not travel to the Victorian capital unless necessary, given Melbourne's COVID-19 spike.
In response Mr Clancy said: "I'd be encouraging people to give consideration for their purpose to travel and appreciate there are hotspots in and around Melbourne."
He noted the new data from there would give a "heightened sense of anxiety".
