Miss Naked Cakes posted to their social media accounts on Thursday informing customers that only Albury and Wodonga people would be allowed inside the South Street store.
On Friday owner Clare Doolan cleared up the decision with another public social media post.
"We have a large fan base in Melbourne and we had numerous people call and say that they were based in the hot spots in Melbourne and were on their way to Wodonga to 'escape' the lockdown and they wanted to swing by and get some cupcakes," the post said.
"Honestly it scared us a little.
IN OTHER NEWS:
"Some may see this as a little over dramatic but our community has been overwhelmingly supportive of us and our business during this crazy, unpredictable time."
And we feel that we need to do what we can to protect them as well as my team and their families, some of whom would be considered high risk if they tested positive for COVID-19."
Ms Doolan said she had been contacted by several other media organisations after The Border Mail's story in Friday's paper and asked people to respect their decision.
"We're not being nasty about it," the post said.
"All we're saying is that if you're not local to Albury-Wodonga or you've travelled to or near a hot spot around Melbourne that we'd prefer you to jump online or give us a call to see how we can help you instead of physically coming into the store."
