Club president Rick O'Connell said rival clubs would address the latest coronavirus hurdle in the next 24 hours and is expecting the Border club to be left on the outer.
"We will wait on Group Nine to make a decision, but I think we are gone," O'Connell said.
"We all have to follow the rules.
"I can fully understand it if Group Nine decides against sending clubs down to Albury.

"We need to follow the rules and the Premier made it pretty clear on Wednesday morning that you aren't supposed to travel following the closure of the Victorian border."
Albury Thunder will train at Greenfield Park on Friday night.
Meanwhile, Albury Thunder will be running a Nines competition in September or October.
It will be a lightning four or five week competition.
"It's a good chance to get some footy and social interest going," O'Connell said.
"Hopefully some Aussie rules players want a game."
