It comes following the news Thunder won't contest Group Nine this season after the competition ruled against players travelling to and from Wagga due to the COVID-19 pandemic.
O'Connell said the club may look to play in some capacity later this year.
"We're talking about possibly running a nines competition in September or October," he said.

"Just a local one here in Albury for an opportunity for players to participate.
"Obviously we're disappointed after preparing for the season to recommence next weekend.
"Not only our players, but the hard working committee, as well as a lot of supporters who were looking forward to watching some local sport."
O'Connell is hopeful the club will retain players for next season.
"You're always hopeful that you can keep your squad," he said.
