The man allegedly posted images of the women on Craiglist and another website, offering escort services.
Her friend, who the accused says he doesn't know, was also allegedly targeted with a fake Instagram profile and similar advertisements.
It's alleged the 34-year-old also threatened to "finish" the friend during phone calls.
The man appeared before the Wodonga Magistrates Court this week following his recent arrest.
The court heard his former partner, who he had been in an on and off relationship with, took out a family violence intervention order on October 21 last year.
It's alleged he sent her 1219 messages and made 792 calls to her from December 6 to February 16.
The woman went to Wodonga police on June 26 to report the messages and other harassing conduct, which included an image he sent her of his erect penis, calling her a slut.
The court heard her friend had also been a target of his abuse through calls, abusive messages, and the fake profiles and escort advertisements.
The accused man denies a Gmail address, which contains his name and age, is his.
The court heard it could be difficult to prove whose address it was.

Lawyer Sally Wilson said her client had been doing well on a corrections order until about six weeks ago when his attendance declined.
"All in all your honour, it is a positive report," Ms Wilson told magistrate Ian Watkins.
The 34-year-old's family all moved to Queensland about six months ago and the man wants to move there.
Mr Watkins said the allegations would carry a jail term followed by a corrections order if he pleaded guilty.
But the accused man told his lawyer "I'm not pleading guilty to something I haven't done".
He opposed an intervention order being imposed by his ex-partner's friend.
"You'll find them emails will clear me of that as well," he said of the allegations involving the friend.
Mr Watkins explained the order and warned him not to breach it.
"I'm gonna be in prison, your honour," he replied.
The magistrate said the order still applied, with the case to return September 16.
