Loy had the one mount at Randwick last Saturday aboard Mr Magical in the Highway Handicap.
It was only his second city ride since returning from suspension in August.
Loy was narrowly denied a triumphant return to the city after Mr Magical was beaten by half-a-head.
To rub salt into his wounds, Loy was suspended for excessive whip use before the 100m mark.
It was the second time in a week that Loy had been suspended.
He was suspended at Wagga the previous Tuesday for a similar offence after winning aboard the Kerry Weir-trained Crocodile Cod.

Loy will sit out the remainder of the racing season and is not eligible to return to August 3.
The talented hoop is keeping a positive outlook after the setback.
"It was a thrill to be back riding in the city," Loy said.
"Obviously I got suspended which is never great.
"But I will still take a fair bit of confidence out of the ride.
"Just being able to match it with the best in the city and know that I'm as strong as them in a driving finish.
"I'll take a lot of confidence out of the ride going forward.
"Sometimes you question yourself whether you're up to the challenge.
"I love riding in the city and now it all about working hard to get more opportunities."
Loy said he would use his time on the sidelines to get his weight right and have a freshen-up ahead of the new season.
