A club meeting was held on Tuesday night after changes to restrictions on border residents were announced, with the Steamers opting to forfeit both fixtures against Wagga City on Saturday.
As it stands, no Wodonga-based players can travel to Albury to train and it is recommended anyone living in the border zone doesn't leave the region.
Steamers president Mick Raynes said the club will approach the season week by week rather than pulling the pin immediately.

"We don't want the Steamers to fly in the face of the everyone else in the community (by travelling to play)," Raynes said.
"We've decided to forfeit this weekend and deal with next weekend, which is a home game, as that approaches.
"We feel we owe it to the playing group to hang onto the season as best we can because they've been training really hard and abiding by our COVID safe plan.
"We're only being impacted by circumstances outside our control."
Raynes said there is "eight or nine" players residing in Victoria, but the club has made inquiries about setting up a training hub in Wodonga to allow them to remain involved.
"We'll reach out the council or one of the Aussie rules teams to see if there's somewhere a few of us could train under lights," he added.
