Anna, who asked that her last name not be used, was parked in her car, talking to her mother on her phone, when she looked over and spotted the man about 8.30am.
She fled the area but returned a short time later in a bid to get a photograph of him.
The man in a blue vehicle, possibly a Holden Astra or similar, quickly drove away from the scene.
Anna attended the Albury Police Station to make a report.
"I looked over towards the toilets," she said.
"I thought the guy was on his phone but he was there doing what he was doing.
"The police were going to head down and have a look to see if he was still there."
She described the incident as "disgusting".
"I was just sitting there relaxing," the 26-year-old said.
"It's lucky there were no kids around.
"It would not have been a good sight for them.
"It was just disgusting and wrong."
A detailed description of the incident and the man was given to police.
She believes the man was in his early to mid thirties, and wore jeans and a chequered shirt which may have been red and black.
IN OTHER NEWS:
She was unable to view the number plates on his vehicle.
"It was just very weird," the 26-year-old said.
"I'm not sure if he likes doing it when he spots someone.
"I felt very uncomfortable."
The area has long been linked to talk of antisocial behaviour.
The witness said it was the first time she had seen such behaviour at the reserve.
"I was planning to go and get breakfast," she said.
"Seeing that really put me off my food."
The 26-year-old believes another vehicle was at the reserve, near the entry, while the man was there.
But the area was largely quiet at the time with few people nearby.
Anyone with information about the incident can call Crime Stoppers on 1800 333 000.
