Units responded within 15 minutes for 27 per cent of 110 emergencies across April, May and June, dropping by one percentage point from the previous two quarters, and from 38 per cent in quarter one of that year.
It compares to the worst local government area with 24 per cent (Buloke), and Wodonga's 85 per cent.
Units took on average 21 minutes to respond to code one incidences in Indigo.
Average response times to code-two incidences, which are acute and time-sensitive but do not require a lights-and-sirens response, were also the second-worst in Indigo, at 35 minutes.
