Officers were called to the incident on Sisely Avenue about 8.40pm on Monday.
Acting Inspector Mark de Haan said 12 men at the home were spoken to with $1652 penalties issued to attendees.
Officers also went to another house party a short distance away the same night, and issued two fines at Beechworth earlier in the afternoon.
A person had travelled from Benalla to Beechworth and was spoken to by police at 4pm.
They said they were in the area to visit a nursery.

Under regional Victorian rules, people can only leave their homes for essential shopping, work, exercise, and medical care.
Masks are also compulsory outside homes.
"More than a dozen penalty notices have been issued in the past 24 hours, primarily for people having birthday parties," Acting Inspector de Haan said.
"We do have a level of discretion but where people blatantly disregard mask rules and travel restrictions, we will give penalty notices.
"If people are in need at this time we can refer them to other agencies.
"We're all in this together.
"We're trying to stop the spread of this virus."
Senior Sergeant Lance Werner said there were no positive coronavirus cases in the region, which police were working to continue.
"Victoria Police has been tasked to do what we can to ensure there are no positive cases and prevent cases reaching our area," he said.
"We're enforcing the law in our area to protect every citizen in the area and wider community.
"We're doing what we can to restrict the movement of the virus.
"We appreciate any calls about people doing the wrong thing."
A Melbourne resident was caught in an Albury hotel with her partner on Saturday night after entering the state on false pretences and failing to isolate.
The woman had entered NSW on a carer's permit, but did not have her children with her at the venue.
A man and woman were fined the same night after trying to cross the Hume Highway and Wodonga Place checkpoints without permits.
A man also breached isolation rules after being turned away from three checkpoints, including Wodonga Place, on Sunday morning.
Albury Superintendent Paul Smith said it was "unbelievable" how many people had been caught with drugs or for other offences.
