Shaun Leane spoke on Wednesday to Cr O'Connor and Indigo chief executive Trevor Ierino about the impact of border restrictions on the shire's residents.
Cr O'Connor said she had urged Mr Leane to ask his NSW counterpart Shelley Hancock to push for a work permit to allow those who need to cross the Murray River for employment to do so.
She conceded it would be hard to convince NSW Premier Gladys Berejiklian, who she said appeared "not willing to listen to anyone about this issue".
Cr O'Connor also told Mr Leane that Indigo Shire wanted Victoria's October council elections postponed because of COVID-19.
Mr Leane has not responded to The Border Mail's questions about his response to Cr O'Connor.
