Cr Speedie unveiled her decision on Friday morning on Border radio, initially telling Triple M announcers at 7.50pm before informing 2AY's breakfast show, which is co-hosted by Wodonga Council election candidate Kevin Poulton about 30 minutes later.
The mayor said she had been considering retiring from council for 12 months and had decided to prioritise her family, noting her daughter was doing year 12.
Cr Speedie said she planned to look at private sector job opportunities.
