It comes after 179 cases were recorded yesterday - the lowest daily increase since July 13.
Premier Daniel Andrews said 10 deaths were linked to aged care outbreaks.
"Don't put off going and getting tested because it is cold and wet," he said.
"Please come forward and get tested, we will know more around different parts of the state."

Mr Andrews said there are 4293 active cases across the state.
"There are now 247 active cases in regional Victoria, we have seen a reduction in those big regional cities," he said.
"That is exactly what we want but if you have the mildest symptoms come and get tested."
There were nine cases in NSW in the same 24 hours.
