State Regional Development Minister Jaclyn Symes said on Thursday the four travel reasons for leaving home would continue to apply until September 13 throughout regional Victoria.
The new 50-kilometre zone is predicted to be implemented at the end of next week, a week before stage three is due to end.
Ovens Valley MP Tim McCurdy has written to Premier Daniel Andrews seeking the urgent removal of stage three for the North East.
He said border businesses were being hurt because of the differences in rules and uniformity was needed "for the welfare of our community and to give our local economy the chance to trade".
Ms Symes said rule changes would be aired in the week prior to September 13.
