After watching Ms Berejiklian hold a media conference outside Albury police station, Cr Speedie was snubbed while Albury mayor Kevin Mack was granted a meeting with the state leader.

"It's incredibly disappointing yet again that we see a complete disregard and disrespect for our community, where there is no discussion and the Premier doesn't have time to meet," Cr Speedie said.

She said she was excluded because she was a Victorian mayor.

Ms Berejiklian had earlier stressed how she saw Albury-Wodonga as one community and "the state border doesn't really exist here".

The Premier was defensive when asked about meeting the mayors, prior to letting Cr Mack have a forum with her.

"They have been in regular contact with our health officials....with the local MPs so please know that whilst I haven't been able to meet with them directly today they are in constant contact with various leaders," she said.

The Premier officially announced that the 50-kilometre border zone would resume from 12.01am Friday and that it would allow travel for daily purposes such as shopping.

However, Ms Berejiklian could not say which places would be in or out of the area.

Wangaratta mayor Dean Rees labelled it a "shambles".

"They've been working on this issue for weeks and weeks now, why can't they come up with a decision and say it's 100km inclusive of Wangaratta," he said.

"If it were something in relation to them being in power and government, they'd have it sorted out in 24 hours, but when it comes to us they just don't understand how much it affects our businesses and people's livelihood and people's lives."

However, Cr Rees is confident that Wangaratta will be included in the revised border bubble.

"I'm just frustrated at the length of time these politicians can talk about it over and over and over and nothing gets done," Cr Rees said.

"They know what they have to do, they're just stuffing around.

"In that process of them stuffing around, their wages won't change at the end of the week, they'll still get paid the exact amount of money whether it's open or not, but they're not thinking about us."

Cr Mack said as a member of the southern border recovery committee he had seen the proposed maps and they allowed for direct travel from Albury to Wangaratta, despite the cities being more than 50 kilometres apart.

"Wangaratta is within that zone and the zones that I have seen include the Hume Freeway, so I don't think that will be an issue," he said.

Cr Mack said he was hopeful details of the map would be released on Wednesday following a meeting of the recovery committee.

Ms Berejiklian declined to say when it would be publicly available and flagged the possibility of places still being added after the new permits were introduced on Friday.

"There are additional locations beyond the 50 kays on either side that we are looking at and (NSW) Health will do assessments of that," she said.

"Even if not all of those locations are included by Friday it's a work in progress...as we get more information from Victoria.

"Please know that if your community isn't included in Friday's definition it doesn't mean it won't be, it's a work in progress and we're trying to accommodate certainly all the locations which Justin (Clancy, Albury MP) has suggested to us and other communities."

Asked about talking up Border virus numbers, after referring on Friday to a "few cases which were evident in Wodonga", Ms Berejiklian said she had advice there was a case in the city and the person did not "necessarily live in Wodonga" but they were treated there.

She was not sure if it was the same case involving an army contractor which has previously been reported.

"It was just a reminder for us that we're not completely out of the woods in the border communities," Ms Berejiklian said.

Cr Speedie was concerned at the impact of Ms Berejiklian's phrasing and a Sydney radio station journalist on Tuesday reported Wodonga had experienced "a handful" of cases.
