Wodonga-based Simply Sweet by Mel founder Mel Arnold said people were looking for different ways to stay in touch when physical connection was limited by lockdowns.
She said her sugar biscuits had resonated with many seeking alternatives to let loved ones know they were thinking of them.
"A lot of people can't see their family and friends during lockdown," she said.
"I've sent birthday packs to Melbourne and grandparents have ordered them for their grandchildren."
Having grown up in Sydney, Ms Arnold's lifelong love of baking progressed to a business side hustle during mid-May.
She said the idea had been on the back-burner for some time.
"I have loved baking my whole life but I started focusing on the sugar cookies about a year ago," Ms Arnold said.
"I gave them to friends for Christmas and birthday celebrations and they were always encouraging me to start a business."

An administration worker with a recruitment company, Ms Arnold said she enjoyed having a creative outlet.
She said among her small gift packs, llamas had been the most popular.
"I've just completed Father's Day orders and there have been a huge amount on the Albury side," she said.
