AustNet have confirmed power has been restored to all affected properties affected by a mass North East Victoria power outage.
A spokeswoman said 27,000 customers lost power at 8.39am but technicians were able to restore power by 10.15am.
She said workers were still investigating the cause of the outage, but ground crews were able to energise a second line to restore power while crews patrol the first line to locate faults.
Initial estimates had power not returning until 1.30pm to 3pm, but once it was clear it was safe to power up the second line, electricity was able to be restored quickly.
The spokeswoman said AusNet believed a network fault likely caused the outage.
"We're really sorry to customers impacted, and thank everyone again for their patience while we worked to restore power," she said.
