Ms Withers had worked as a teacher at Wagga TAFE for many years and moved to Beechworth last month to be closer to her family.
She was passionate about early childhood education and sustainability and touched many lives.
Ms Withers had two sons, a grandson, and two step daughters and was keen on the outdoors.

Tracey Snow, who knew Ms Withers through an early childhood group, said she would be sadly missed.
Penny Wilks wrote on social media that the news had been devastating.
"Being in the great outdoors was her happy place," she said.
