Wodonga's Elijah Hollands, Albury's Charlie Byrne, Myrtleford's Dom Bedendo and Shepparton's Zavier Maher have attracted the attention of scouts in a season ruined by the coronavirus pandemic.
It remains unclear where and when the state combines will be held.
Hollands, who has been widely touted as a top-five prospect, is making good progress following a knee reconstruction and will resume running in the next fortnight.
"Elijah has had issues with his knee but he's been one person who hasn't been hurt by COVID-19 in regards to missing matches," Brown said.
"He's tracking well.
"He had a strong under-16 carnival and his bottom age year was really good.
"Elijah is always in a good head space and I think he's top-end talent."
Brown said Byrne and Bedendo were on track for strong NAB League seasons before the competition was abandoned
"Both have really draftable assets," he said.
"Charlie's kicking is elite and he has clean hands.
"We played one practice match and he was a stand-out player in that game.
"Dom also has some eye-catching traits.
"He's a good shape and size and can take big marks.
"He's certainly athletic and both Dom and Charlie are on the radar."
AFL lists sizes are set to be cut in coming months which will determine the number of draft selections later this year.
