Parts of the Ball Park precinct and other areas near the Murray River went under in the 2016 floods and are still prone to a major flood.
Vans have been removed from sections of the caravan park which were flooded four years ago as was the nearby John Foord Oval.
The $10 million Corowa Aquatic Centre is on track for completion in March and is being constructed to meet flood requirements as stipulated in development consent as is the new pavilion to be used by Corowa cricket and hockey clubs.
The 2016 flood came close to entering the former cricket pavilion.
"The Corowa Aquatic Centre is on the same site as the previous pool complex and is above the 100-year event in that area," Federation mayor Pat Bourke said.
"Ball Park caravan park is now better prepared to handle a flood event following the removal of many vans and structures that were within the 2016 flood levels.
