However, the Albury Show Society may not join in, with president Wal Blezard saying a decision would be made in mid-October.
"I wouldn't guarantee it," Mr Blezard said.
"The people I've talked to seem to think it's more of a small town thing," he said.
The scarecrows were the brainchild of past Hay Show president Jill Chapman who wanted to salute the shows stopped by COVID.

She is the vice president of the Agricultural Societies Council of NSW and came up with the idea after hearing about plans for a scarecrow trail between Young and Cowra.
"I was wanting a conversation to say 'we're thinking about people that run the shows, we're thinking about the people who compete in the shows and those that go to the shows'," Mrs Chapman said.
Berrigan, Finley, Ganmain and Leeton have the so-called No Show Scarecrows on display.
Walbundrie Show was due to be held on Monday.
Its secretary Sandra Webb said her group only learned of the scarecrows in the past week and it was too late to have one in place.
The council wants the scarecrows to be on display across October.
Of the 192 shows held annually in NSW, 129 have been cancelled in 2020.
