The Victorian Premier Daniel Andrews and Chief Health Officer Brett Sutton flagged on September 27 that face shields would no longer be acceptable.
The fitted mask must cover your nose and mouth, with face shields, bandanas, or scarves on their own no longer being considered a sufficient face covering.
Victoria has reported 14 new cases of COVID-19 - six are linked to known outbreaks and eight are being investigated.
The state's latest 14-day rolling case average across Melbourne is 9.5 and 0.4 in regional Victoria.
The Premier, appearing at his 100th consecutive press conference, said the only active cases in regional Victoria were in Kilmore, with a Mildura case suspected to be a false positive from the outright being removed.
"One of those 14 cases today is from regional Victoria ... from Kilmore," he said.
"That brings to a total of five the number of active cases in regional Victoria.
"There's a total of 724 people in the local community who have been tested.
"I want to thank each of them personally."
Mr Andrews said it will be unlikely Melbourne will take "as big a step as we had hoped to take" next Sunday.
"With the metro average at 9.5 ... that is certainly an infinitely better position that we were in not that many weeks ago," he said.
"We have seen great stability come to these numbers.
"The tail of this second wave was always going to be stubborn.
"But we will take steps next Sunday."

Wastewater testing is being expanded to 10 further regional Victorian sites, including Kilmore.
Chief Health Officer Brett Sutton said there were now six cases linked to the Kilmore outbreak, the source of which is the Chadstone outbreak.
"To have over 700 people get tested, close to 300 people quarantine ... [including] contacts of contacts ... that's exactly how this cluster will end," he said.
"I'm sure in a week or two's time, we'll be talking about Kilmore having no further cases."
Mr Sutton also believed the Chadstone cluster was at its "tail end".
