Premier Daniel Andrews said changes would be possible at a press conference on Monday, as he announced 15 new coronavirus cases in Victoria.
Regional Victoria's rolling 14-day daily average of new cases sits at 0.4 to October 11.
Mr Andrews said there were just five active COVID-19 cases in regional Victoria.
He did not state what the new steps would be, or when exactly they would be announced.
Mr Andrews thanked regional Victorians for their hard work.

Mr Andrews flagged on Thursday that regional Victoria would not be held back by Melbourne in its bid to return to COVID-normal.
Metropolitan Melbourne has a rolling daily average of 9.9 cases to October 11.
Regional Victoria is at the third step on its roadmap to reopening, whereas metropolitan Melbourne remains at its second step towards "COVID-normal".
Previously regional Victoria was set to take its next step out of restrictions - to stage four - at the same time as metropolitan Melbourne.
This would have meant regional Victoria took its last step at the same time as metropolitan Melbourne, as late or later than November 23.
