With only two of five matches having results in the opening round last weekend, Simmons said no winning points should be awarded.
"If more than half get washed out the round should be null and void in my opinion," Simmons said.

Rand and Lockhart beat the conditions to defeat TRYC and Culcairn last weekend to skip clear at the top of the ladder.
Saturday's matches are again expected to be rained out in a frustrating start to the season.
Walla take on Henty at Henty with Simmons expecting a tough hit-out.
"Henty look like it has improved," he said.
"You have got to respect every side in the competition.
"Hopefully everyone gets a start so we can play some cricket."
Culcairn play Brock-Burrum, Rand host Lockhart, TRYC meet Walbundrie and Holbrook take on Osborne.
