With the Swans being the only club in the Upper Murray to support a merged side to play in the Tallangatta and District league, uncertainty remains over their intentions for 2021.
Club president Craig Sheather said options would be put on the table at the annual general meeting.
"It's probably up in the air a little but I'd be leaning towards us playing personally," Sheather said.
"It all depends on what the members think though.
"If you go into recess you are nearly finished forever so it's a big decision."
Bullioh, Cudgewa, Corryong and Tumbarumba are confirmed starters with the Upper Murray committed to a minimum of four clubs next season.
Clubs are being encouraged to re-establish the reserve grade competition with consideration given to changing junior ages to maximise participation.
Federal is yet to appoint a senior coach.
Meanwhile, the Swans and Tumbarumba are two of seven netball clubs impacted by the bushfires to benefit from grants through round two of the Confident Girls Foundation Bushfire Recovery Grants initiative.
Federal will receive $10,000 and Tumbarumba $9775.
Sheather said the funds were a huge boost for the club.
"It all helps," he said.
"It will be used by the girls for their memberships and uniforms and those sort of things."
The Bushfire Relief Appeal, established by Netball Australia's official charity partner the Confident Girls Foundation, raised more than $365,000 earlier this year.
With many clubs and associations left devastated by the bushfires, the grants will play a role in supporting netball clubs and associations to deliver programs and clinics, rebuild infrastructure, replace equipment, host awards nights and community events and cover membership costs.
Confident Girls Foundation chief executive officer Nadine Cohen said the foundation is delighted to continue providing support to those in need.
"2020 has been an enormous year for all, but especially for those affected by the devastating bushfires we saw in late 2019 and earlier this year, so it's important we continue to rally and support our netball family members that might need an extra boost to get back on their feet," she said.
Paynesville Football Netball Club, Broulee Netball Club and Batemans Bay Australian Rules Sport and Youth Club were among the clubs to secure grants in the second round.
