Huon Hill has been forced to introduce a deposit booking system after a number of no-shows over the past few weeks.
General manager Veronica Parker said North East hospitality businesses hadn't just been hit by the coronavirus restrictions but the "unpredictable weekend weather" had also caused havoc on patron numbers.
"We can fit 40 inside but we can have another 70 outside," she said.
"It is just really disappointing when a table of 10 is booked and they just don't show up.
"They were one of our earlier bookings so we placed them inside and it just sat there all night empty.
"People just don't seem to care. We are all struggling here in Wodonga and we are trying to do the right thing.
"The weekend weather has been horrible the past three weeks so we haven't been able to utilise all our outdoor dining.

"When you are struggling with getting everyone in, all you ask is for people to honour their bookings or cancel."
Ms Parker said her hotel wasn't the only one battling no-shows, but called on the community to have a bit of courtesy.
"I know other hotels are also struggling with managing numbers inside and then having people just not turn up," she said.
"A simple phone call would make the world of difference if you aren't coming.
"We have had to turn people away because of bookings and then they haven't shown up - that is just disappointing.
"Businesses are relying on bookings to keep them going during these restrictions, so for them to just not show up isn't fair."
Current coronavirus restrictions in regional Victoria allow only 10 patrons to be seated inside a dining area, with a cap of 40 in larger venues such as Huon Hill.
A maximum of 70 patrons are allowed to be seated outside, but due to the recent weather on weekends, Ms Parker said their outdoor areas had basically been empty.
"You try and cater as best you can with the restrictions in front of us," she said.
"We had a lovely lunch today with people sitting outside and it was beautiful in the sun.
"We have been so well supported by the community we now just have to wait for Mr Andrews to announce a further easing of restrictions."
