Bartlett made a blistering 117 off 56 balls when the Bullets took on Wagga Sloggers in 2016 to knock the Border side out of competition.
He has been playing for ACT Aces in recent seasons.
Wagga City's Josh Thompson will captain the side.
Coach Shaun Perry is pleased with how the team is shaping up for the Twenty20 competition.
"The side we've got there is pretty good," Perry said.
"The only people missing are Jono (Nicoll) and Bolts (Dave Bolton) and I don't know if they are actually suited that well to T20 cricket.
"You want young blokes who can get around the field a bit."
