On Sunday, the Victorian Premier said the rules around visiting aged care facilities and hospitals would be relaxed.
He said the time limit on partners visiting maternity wards would no longer exist, while in general hospitals a household would be able to visit together once per day for two hours.
However, Mr Andrews said individual hospitals and organisation can continue to have their own policies "reflecting the needs of their patients and whatever the virus might be doing in our community".

Albury Wodonga Health chief operating officer Emma Poland said the organisation was reviewing its policies and would advise residents as soon as possible on any changes.
"We are working through our current visitor policy in light of yesterday's announcement to understand how safe social distancing measures can remain on our maternity ward with increased visitors over a longer period of time," she said.
"We want to ensure our mothers continue to be safe and well supported and that partners and family share in this precious bonding time.
"We know this is an important update that our maternity community is waiting for and we will advise this decision as soon as possible."
Until an announcement is made, current restrictions remain in place. Women are allowed a nominated support person for the duration of labour, after birth the support person can come for two hours once per day.
