Northern Victoria MP Mr Quilty singled out the two successful Liberal Deomocrat endorsed candidates on Tuesday, including "my own wife Olga Quilty".
"I know you'll both be a credit to your community while serving on council," he said.
He also thanked those who voted for people "representing honesty, transparency and accountability", saying people needed to show interest in local councils to keep them to account.
"With your help, Victoria has been able to elect candidates, both Liberal Democrat endorsed and others, who will shine a light on council misbehavior and corruption," Mr Quilty said.
Moscow native Cr Quilty was the only successful party candidate in Wodonga, with Labor and Greens contenders being overlooked by voters, and described herself as having the determination of "a Russian tank".
