Emergency services were alerted about 6.40pm on Saturday when a boy and girl, both 14, were swept into the water at Albury.
The pair managed to grab onto a fallen tree in the middle of the river, about two bends downstream of the Kremur Street boat ramp.
A police officer swam into the water and waited with the pair before the Albury and Border Rescue Squad arrived.
They were pulled from the water before being returned to Kremur Street and treated by paramedics.
Rescue squad captain Paul Marshall said the pair were cold and had begun cramping due to the water temperature.

"It was very much a good result," he said.
"They were a bit sore from holding on but were fairly well safe."
While the officer who initially swam to the pair managed to move them closer to the bank, they still needed to be rescued from the tree.
It was the first major rescue on the water this season.
Mr Marshall said life jackets aren't legally required on inflatable rafts.
"But if you're not a strong swimmer or you're unfamiliar with the river, it's safer to have a life jacket," he said.
"Having the Emergency+ app on your phone can always help.
"Especially with the river, people can struggle to find their location, and the app now has better tracking."
