The Bullets have signed the 6'5'' swingman in what will be the latest stop in a global career for the 31-year-old.
Johnson played over 100 NBA games at Indiana, Sacramento, Phoenix and New Orleans from 2012 to 2016.
The Californian has also had stints in Spain, the Philippines, Russia, China, Lebanon, Bosnia and Herzegovina and Taiwan during his career.
"He has shown that he is a versatile player who is prepared to help teams succeed at both ends of the court," Bullets coach Andrej Lemanis said.
"He has a great basketball IQ and a toughness that will add value to our team."
A former Big West conference player of the year during his college days, Johnson said he was eager to make a big impact at the Bullets.
"They said we need a guy who will be able to shoulder a heavy load and be one of the main guys ... I told them how ready I was and how much I've been working," he said.
"I told them I was looking to be a focal point and a guy who can lead a team and that's what they're looking for.
"I think this is going be the start of something really special."
Johnson is the 10th player signed by the Bullets for the season, scheduled to tip off in January.
