Lingham, who will stay on as chairman of the Albury-Wodonga Junior Football League for another 12 months, stepped up after long-time president Graham Hosier announced his resignation.
Hosier spent seven years at the helm at John Foord Oval and will stay on as a board member.
"I'm looking forward to the challenge of taking on a leadership role at the club, but at the same time I'm also very aware of the responsibility that goes with the position of president," Lingham said.
"Graham has carried the club through some challenging times and it's fantastic he will be staying involved.
"He's a real worker and has helped keep the club together over a long period of time."
Corowa-Rutherglen elected two new board members in Olivia Sinclair and Alex Finlayson at last week's annual general meeting.
Coach Peter German took over training last week.
Corowa-Rutherglen has recruited James Svarc, Kyle Docherty, Matt Grantham, Charlie Nastasi and Jason Marks and hope to announce more signings in coming weeks.
