Helen Kelley, 83, is in a critical but stable condition after being flown to the Melbourne hospital on Monday.
She was riding her bike into town from her unit at Yackandandah Health, as she is known to do basically every day, when a truck attempted to pass her on the stone bridge.
Victoria Police investigators say she lost control of her bike and fell.
The investigation by the Major Collision Investigation Unit is ongoing.
The 63-year-old truck driver, who was transporting a single power pole, assisted police with their enquiries and was released without charge.
