Langlands, who was recently delisted by St Kilda after two seasons, believes the WAFL is his best shot of earning a second crack at the AFL.
The 21-year-old weighed up several state league options before deciding to relocate to Western Australia.
North Albury were also keen to lure Langlands back to Bunton Park.
"I picked the WAFL because I believe the bigger grounds over there will suit my game and help me get back in the AFL system," Langlands said.

"The Perth Football Club seem like a good up and coming team.
"I think it looks like a team that can be very successful in coming years. I'm pretty excited to get over there and start training with all of my new teammates."
Langlands played three senior matches for St Kilda after being picked up with selection eight in the 2018 rookie draft.
He kicked a goal on debut against the Western Bulldogs in 2019.
"I'm so grateful for the opportunity the Saints gave me," he said.
"'I've experienced so many things I aspired to do as a kid.
"Although the year didn't pan out the way I would have liked, I'm excited to have a fresh start at Perth Football Club."
Former North Albury player Kristian Cary also plays for Perth.
Perth finished fourth on the ladder this season with Logan McDonald and Nathan O'Driscoll picked up in last week's AFL draft.
