Jacinda Ardern's government believes it can vaccinate every New Zealander against COVID-19 in 2021 following two new bulk purchase orders.

Ms Ardern on Thursday announced new agreements with AstraZeneca and Novavax, meaning the country will have has almost 15 million doses of vaccine - more than enough for its 5.1 million citizens.
"We have secured more than enough doses to cover our entire population plus the Pacific," Ms Ardern said.
"If proven to be safe and effective by New Zealand's pharmaceuticals regulator Medsafe, they will provide broad population coverage for New Zealand and our Pacific neighbours."
New Zealand already has agreements with Pfizer and Janssen Pharmaceutica.
Border workers will be prioritised as the rollout begins in the second quarter of 2021.
Other Kiwis will follow in the second half of 2021.
The vaccine will be free and not compulsory, though the government has promised to advocate strongly for its take-up as it gears up to meet the logistical challenges of the country's biggest ever immunisation.
That includes securing nine large-scale freezers capable of storing vaccines at super-low temperatures, a new workforce to deliver it, and new systems to ensure it runs smoothly.
"New Zealand has never before attempted an immunisation program of this scale and complexity. We're putting all of the building blocks in place to make it run as seamlessly as possible," COVID-19 Minister Chris Hipkins said.
All four vaccines still require NZ regulatory approval, though Health Minister Andrew Little has fast-tracked regulator Medsafe to assess vaccines, working with Australian counterparts to do so.
On Thursday, Foreign Minister Nanaia Mahuta also announced $NZ65 million ($A60 million) of NZ's aid budget will be spent on Pacific vaccination.
That will include the Realm countries of Tokelau, Niue, Cook Islands, as well as Samoa, Tonga and Tuvalu.
Another $NZ10 million ($A9.4 million) will be given to the COVAX facility, which supports vaccine rollout in developing countries.
